To delink NPR-NRIC, govt may need to change rules

The UPA had in 2010 limited implementation of the 2003 rules to prepare an NPR and never followed it up with an NRIC. The framing of NRC rules in 2005 were seen to signal the intent to prepare a register of citizens but the process was not carried out. In fact, the NPR was updated in 2015.
