Speaker Om Birla allowed Sonia Gandhi to speak, out of turn, in the Zero Hour even as she failed to figure in the list of the day’s speakers, which is decided through draw of lots. Twenty speakers from different parties are allowed to speak in the Zero Hour each day. Sonia had also given the application but her name did not appear in the lottery, a source said.
